Appendix 4: Merger Proposal - Organisation & Learner Development
The future delivery model will continue to be driven by the needs and profile of the future student body
and by scale and funding. It is inevitable that each of the major functions in the area of support
provision will be much increased, however it is also anticipated that close liaison between these key
service and support providers will remain essential. Objectives and benefits identified21 for combined
support services within the framework a needs led approach using the social model rather than the
medical model would include;
� Synergised systems and procedures with regard to student referral and delivery of support
across all campuses.
� Enhanced service for all students within a College based custom built DSA (Disabled
Students' Allowance) Needs Assessment Centre(s).
� Increase in the availability of specialist staff working within Support Areas. Students at all
campuses would benefit from specific skills and talents of a larger pool of trained ELS staff
with different areas of strength.
� Opportunity for more in-house training of ELS staff and subject lecturers to ensure an
inclusive classroom.
� Opportunity to share best practice in the delivery of Adult Literacy and Numeracy.
� Opportunity for partnership working between vocational and support areas in the provision
of ESOL support.
� Opportunity to extend partnership working with external partners
� Centralised ELS budgets for non advanced programmes.
� A centralised Equipment Loan service would allow a greater range of enabling technology
and assistive equipment to be on offer to students who may require support in accessing
the curriculum.
� A range of pre-access learning opportunities to widen access and support inclusion.
� An integrated electronic system for development and updating of PLSPs and for facilitation
of monitoring and evaluation with respect to 'distance travelled'.
� Centre for learning and teaching support and facilitating the development of inclusive
learning and teaching materials.
The merged institution will also build on existing recognition of the benefits of academic guidance
and support and of the importance of the full College support infrastructure in realising good
retention, achievement and attainment and in a creating a positive learner experience.
