61 Governance must be very strong and ef ective leadership is critical in ensuring the new college lives
up to its aims and ambitions, as described. The Board must strive constantly to keep the development
of the new college on track and must not engage in petty ini ghting or grandstanding but must work
together to be as ef ective as possible. Should this not be the case at any time then action must be
swift and sure to keep the new college on track, and the Executive Committee must not be afraid to
act where it is clear that action needs to be taken. The new college must not be jeopardised by poor or
inef ective governance, leadershipo and management - Glasgow and Scotland deserve the best and
the new college should provide it. Whilst the new college should have a relevant overarching name
each of the campuses might be best identii ed by their location and major specialism(s), to give them
an identity: GLasgw City College.
62 Staf consultation is extremely important particularly when approaching the time of merger. The
possible change in staf roles and responsibilities that will undoubtedly develop as a consequence
of the merger will need to be clearly dei ned and willingly and openly discussed. It will be dii cult
to extract the best fromstaf if concerns of injustice remain - whether it is justii ed or not. Name
suggestions: The Colleges, GLasgow or The United Colleges, Glasgow.
63 Suggested Name: Queen Elizabeth College, Glasgow. This would commenorate the Queen's Diamond
Jubilee in 2012. The opening of the building by the Queen could coincide with the Queen opening
the Commonwealth Games in Glagow in 2014. In the past some universities tended to be given names
linked to the head of state. This would be an opporunity to recognise the equal importnce of further
education. It would also give an immediate impact in terms of the national importance of the new
College, particularly for international students.
64 Glasgow City College.
65 My only concerns about governamce, management and stai ng issues relating to merger are: Terms
and consitions must be agreed prior to merger thus leaving no hangover going into a new college.
Management and stai ng issues - there is no hiding place for people in a college thsi size. suggested
name: Glasgow City College.

68 We recognise the various challenges facing the Shadow Board and the new College Board with respect
to management and stai ng issues. We recommend that the incoming Principal is given sui cient

69 It will be important to achieve a balanced representation on the new Board from industry, universities
and other public and private sector stakeholders. Ef ective and open communication channels will
be essential to ensure all staf and students are engaged during the transition period. It is clear that
planning has been taking place to ensure this. In any changing organisation, stai ng terms and
conditions can be one of the biggest challenges to overcome and the scale and dynamics of this
should not be underestimated.
