include some instances where the same course is delivered at different times, although it
could be argued that delivering the same course at different times does contribute to
increasing the breadth of provision. The totals do also include some instances of duplication
across the colleges. On completion of NCG, some rationalisation of the curriculum offer is
expected to take place. However, given that the goal of NCG is that this rationalisation should
occur without reducing the range or breadth of provision, the total number of programmes
delivered will remain an important indicator of NCG's success.

Quality
Any indicator of the quality of learning in colleges should also incorporate the findings from
HMIE inspections. The new HMIE reporting on quality in colleges has been significantly
reduced in volume. There are no longer any grades to be published (e.g. B1-B7). All that will
be reported is a set of four confidence statements corresponding to the four questions:
• 1. How well are learners progressing and achieving relevant high quality
outcomes?
• 2. How effective are the college's learning & teaching processes?
• 3. How well are learners engaged in enhancing their own learning and the work
and life of the college?
• 4. How well is the college led, and how well is it enhancing the quality of its
services for learners and other stakeholders?
For each of these there are three possible outcomes:
• HMIE is confident that .....
• HMIE is confident that ..... but a few things need to get sorted (ie confidence with
caveats)
• HMIE is not confident that ....
An HMIE report will also have a set of recommendations (main points for action).
Potential indicators for NCG would therefore include:
• The number of MPAs across the colleges (with an aim to reduce these over time);
and
• The number of unqualified 'confidence' statements (with the aim to increase these
over time).
