1. INTRODUCTION
This section on the Merger Proposal encompasses:
• Estates & Facilities
• Finance & Procurement
• Student & Statistical Records
• HR Administration
The following sections provide a broad overview of the proposed objectives for these
services in the new College, the benefits & opportunities that merger offers and some
of the challenges and risks that will be faced in delivering the merger.
2. ESTATES & FACILITIES
Health & Safety Objectives
2.1. The new College shall regard the health & safety of its employees, students
and visitors including contractors as a key management priority. In particular
the College will be committed to the provision of a safe and healthy work and
study environment. This shall require the College to:
• Provide a management system for the effective planning, implementation,
monitoring and auditing of health & safety.
• Provide an effective induction to health & safety for all new employees and
students.
• Ensure adequate resources are provided to allow for an effective on-going
programme of health & safety training for employees and students.
• Implement systems of work and student training that are safe and risks to
health are controlled. Particular attention shall be paid to the health & safety
needs of people with a disability or with different/additional needs.
• Ensure effective arrangements exist for communication, discussion and
consultation on health & safety matters covering employees and students.
• Ensure that any College contractors are competent and managed effectively.
• Monitor the effectiveness of health & safety systems and procedures in
consultation with trade union and student representatives.
Environmental Sustainability Objectives
2.2. The new College shall take its responsibilities linked to environmental
sustainability and protection seriously. This shall require the College to:
