5. Stakeholder Communication Programme
5.1 Appendix A.6 provides a detailed breakdown of consultation that has taken place with each
stakeholder (if relevant) and a proposed programme of consultation to be undertaken for the
Development Framework, PAC and Planning Application stages of the project.
5.2 Atkins, with assistance from GVA Grimley, has formulated a 'Consultation Diary (Appendix A.7)
which will link to the communication programme and provide a detailed breakdown of all proposed
stakeholder meetings for the duration of the project. This diary will be updated and distributed to
the project team as and when meetings are confirmed, therefore making this a 'live' document.
5.3 The communication programme has been updated to take account of the need for stakeholders to
confirm their involvement in the consultation process. This will inevitably have an impact on
timescales for producing design options for the proposed development at both campuses.
5.4 Atkins / GVA Grimley would advise that contact should be made at the earliest opportunity to allow
for relevant meetings / presentations to be programmed and the implications of this consultation
programme to be accounted for in the Development Framework, Design Options and Planning
Strategy Programme.
As noted in Section 1.5, the Project has elected to commence consultation at an early stage in the
development process (in advance of the Statutory requirements for consultation) in order that the
developing masterplan and development framework is influenced by the opinions and needs of
consultees and that adequate time is given to the Project Team to analyse and respond to issues
raised at as early a stage in the design and planning programme as possible and that comments
are captured in the developed Project Brief.
Development Framework Consultation Strategy
5.5 It is considered that initial stakeholder consultation for the 'Development Framework' is best
treated as an "information gathering" exercise. All stakeholders will be consulted in the most
appropriate manner to commence a dialogue about the key issues for them in terms of the future
(re)development of the City and Riverside Campuses. The outcomes from this process would form
part of the finalised Development Framework to illustrate the level of consultation undertaken.
5.6 In terms of general public consultation, an online interactive consultation facility, in the form of a
website is proposed, which would allow individual members of the community to comment on the
emerging proposals for development. This consultation can be publicised in local media and
managed to ensure that those commenting are firstly informed of the objectives of the NCG
project and the benefits it will deliver to the city and its students. The duration of this format would
be available until approximately one month prior to the submission of the planning application.
The format, strategy, timing and venue etc. for the Public Consultation is currently being
developed with NCG and detail will be added to this report when the strategy has been agreed.
5.7 At least one public exhibition is also proposed which will be publicised in advance and offers the
opportunity for any interested party to learn more about the proposed development by NCG Ltd. It
is envisaged that this will take place during February 2010 or at a date identified within the master
programme if revised.
5.8 GCC will undertake internal consultation on the draft Development Framework, which is due for
submission by NCG Ltd to GCC during February 2010. This document is being produced by GVA
Grimley with input from Atkins and NCG.
Pre-application Consultation Strategy
5.9 Further and more comprehensive consultation would be planned for the detailed NCG
development proposals during the statutory 12 week pre-submission stage for the planning
