economic productivity of the city region economy over the medium and longer term. It will be
a project worthy of the renaissance of the city centre itself over the past decade, and one
which reflects Glasgow's status as one of UK's premier cities.
The aim of this report
1.8 New Campus Glasgow Ltd - the organisation established in May 2008 to drive
forward plans to relocate Glasgow's three city-centre colleges to a new shared campus - is
currently developing the Full Business Case (FBC) for the new campus. This FBC will be
submitted to the Scottish Funding Council in March 2009.
1.9 While the FBC will focus largely on governance and financial issues, it is widely
acknowledged that the new campus will deliver a significant range of additional benefits to
learners, the wider community, college staff, employers and the Scottish economy.
1.10 The aim of this report is to examine and demonstrate the likely scope of these wider
benefits that the New Campus Glasgow proposals will generate. The report considers the
scope of these benefits under the following four areas:
• Quality of the learner experience
• Inclusion, progression and widening participation
• Institutional impacts
• Economy impacts
1.11 The aim of the report has been to assess the potential impacts of the proposed model
for NCG - that of 'enthusiastic co-location'. The report thus draws out the likely impacts of
NCG over and above the status quo - i.e. three separate colleges working within their
respective estates. It has not been within the remit of the work to consider the likely impacts
of alternative models for delivery across the three colleges.
Approach
1.12 As set out in the brief for this work, our approach has been based around desk
research and consultations with stakeholders. The desk research has included a review of
key national and local policy and strategy documentation. The consultation programme has
been extensive, and has included:
• Focus groups with teaching staff in each of the three colleges to explore staff
views about likely impacts of NCG on the quality of learning and teaching;
• Face-to-face meetings with the principals and various vice principals of each
college, and additional members of the NCG Board;
• Face-to-face meetings with the principals of Glasgow's five Community Colleges;
• Face-to-face consultations with a range of wider stakeholders, including:
