2 Strategic Fit
2.1 This section outlines the key messages from relevant learning, skills and economic
development policy at both national and local levels. We refer back to these key policy
documents throughout subsequent sections of the report, demonstrating how the NCG
proposals will contribute to each policy objective. HMIE reports on the quality of the learner
experience in FE colleges, focusing on learning and teaching, but also include evaluations of
the extent to which that experience is impacted by other factors. These other factors include:
the relevance of programmes; the physical learning environment and associated materials
and equipment; staffing; and guidance and support.
National Policy
Government Economic Strategy
2.2 The Scottish Government's overall purpose is to 'focus government and public
services on creating a more successful country, with opportunities for all of Scotland to
flourish, through increasing sustainable economic growth.' Within this, Scotland's 'greatest
asset' is seen to be its people, and building on this strength by investing in learning, skills and
well-being is a key priority of the government.
2.3 The GES outlines five strategic objectives for the Government:
• Create a Scotland which is wealthier and fairer
• Make Scotland smarter
• Build a healthier Scotland
• Develop a safer and stronger Scotland
• Establish a greener Scotland
2.4 The Government's response to the recent Review of Scotland's Colleges highlights
that colleges have a role to play in each of these objectives. It states 'Scotland's colleges
have a crucial contribution to make [to its purpose] because of the pivotal position they
occupy in the delivery of skills and lifelong learning. 'It goes on: 'Colleges are central to our
vision of a smarter Scotland that is wealthier and fairer. Scotland needs excellent colleges to
unlock the full potential of our people and to maximise the contribution that colleges make to
our economic success and to the creation of a safe and stronger, healthier and greener
society. We want Scotland's colleges to inspire individuals to achieve vocational and
academic excellence.'
2.5 The National Performance Framework identifies a further 15 National Outcomes, of
which the New Campus Glasgow project is likely to contribute directly to four:
