processes and procedures will be an important element of a successful merger
integration process.
3.12. The existing Colleges' computerised financial systems have varying levels of
integration with other key corporate services system. The merger will allow
resources to be released in develop and improve integration with other
systems.
Financial Controls, Policies & Procedures
3.13. The financial regulations and procedures of the current Glasgow MET will apply
from the point of merger. Members of staff with financial responsibilities in the
new College will need to be made aware of these regulations, policies and
procedures.
3.14. A comprehensive budget must be available from the point of merger. Service
delivery could be adversely affected if budget holders do not have a budget
and/or do not feel empowered to make spending decisions.
Procurement
3.15. The scale of the new College will inevitably result in a significant proportion of
procurement decisions falling within EU procurement rules. Failure to comply
with the EU regulations could result in the College meeting significant financial
penalties. Early professional advice will, therefore, be taken to anticipate
potential procurement issues together with the development of robust
procurement procedures.
Service Delivery
3.16. During the merger integration period it will be essential that key student-based
financial services continue to be made available across campuses. This will be
assisted by ensuring the websites and other communication channels provide
students with information and assurances relevant to the merger and the
integration process.
3.17. During the merger integration period some elements of the finance service will
be centralised to improve efficiency and merger implementation.
Professional Services
3.18. The integration of each of the existing colleges' professional services will need
to be considered at an early point in the merger process. Professional services
include; banking, external auditors, internal auditors, insurance services and
legal services.
