applications. The communication programme establishes that this 12 week period will begin in
March 2010 (subject to confirmation of the programme for submission of the Planning
Application).
5.10 The Planning etc (Scotland) Act 2006 introduced the requirement for PAC with local communities,
for which the detail of these requirements has now been defined within the Development
Management Procedure (DMP) Regulations 2008.
5.11 In accordance with the new Scottish Planning Reforms, all 'major' developments require preapplication
consultation with the community before a planning application is submitted to the
planning authority, with the outcomes of this consultation summarised in a 'Pre-application
Consultation Report'.
This engagement, in the form of a community engagement event, provides an opportunity for all
interested parties and communities to shape the development and provide comment, before the
final design decisions have been made on the development. This consultation will be planned
based on the outcome of initial community consultation and, where appropriate, be prepared in
consultation with the groups noted in Section 5.12 (below)
5.12 As part of these requirements, Atkins and GVA Grimley propose (as a minimum) consultation with
the following stakeholders:
• Townhead Community Council
• Anderston/City Area Committee
• Laurieston Community Council
• Huchesontown Community Council
• Neighbouring land owners and residents (within 20 metres)
• General public (outwith 20 metres) and College Students
Community Consultation will be expanded to include other Groups and organisations as
appropriate (Refer to Section 2.3).
5.13 In addition to scheduled meetings and presentations, consultation with community councils and
the public will also take to form of a drop-in 'community consultation event', during which the
following information will be made available to all attendees:
• Illustrative material, to include: site location plan, photos of site, questionnaire for attendees,
copies of the approved Development Framework;
• Explanation of the purpose of the event, setting out nature of proposal and context within
which it is located; and
• Explanation of how and where comments by the public can be submitted.
5.14 An advertisement will be published in a local newspaper 7 days prior to the community
consultation meeting.
5.15 It is proposed that consultation with key statutory and non-statutory consultees will continue
throughout the 12 week period and will be undertaken through a series of meetings, and where
appropriate workshops (see Table 4.2 Mode of Consultation in Section 4).
Planning Application Consultation Strategy
5.16 Once the planning application has been submitted, the project team will continue on-going
dialogue with the statutory consultees who have been asked to formally comment by GCC. The
purpose of this is to prevent any unnecessary delays during GCC's determination period for the
planning applications.
