First Phase Emergency Response
2.3.2 The emergency response phase covers the first few minutes and hours
following the incident and the immediate actions that are likely to be required
including:
• Evacuation
• Emergency Services Call Out and Liaison
• Attendance to Injured
• Missing Persons Search
• Site Shut Down
• Securing the Site
• Damage Assessment
• Contractors/Utility Provider Call Out and Liaison
• Ongoing contact with Business Continuity Team members
• Brief Managers on current position and whether staff/students return to work
Preservation of Life
2.3.3 The most important objective of the site Emergency Response Team is to
ensure the preservation of life by:
• Preventing injury;
• Identifying casualties and missing employees;
• Ensuring first aid provision;
• Preventing the incident from escalating into a disastrous event;
• Evacuating the premises, if necessary;
• Alerting emergency services and utility companies;
• Providing shelter; and
• Considering the health and safety issues of all staff and students.
Assessment and Communication
2.3.4 The site Emergency Response Team shall also aim to:
• Assess the level of the incident i.e. category level 1, 2 or 3;
• Undertake a detailed assessment and agree actions where necessary.
• Establish a College telephone number for employees and students to leave a
message during a major disaster, (e.g. to indicate their well-being);
• Limit damage to property and equipment;
• Inform insurers;
• Communicate with staff and students on the next steps;
• Communicate with the Chair of the Board of Management
• Make sure salvage and repairs are started at the earliest opportunity.
• Redirect communications and informing other work sites; and
• Securing premises.
